Complimenting the WEC global study programme, WEC-IMC conducts its own studies focusing on topical energy issues. Some of these studies are integral part of the global programme, going as country input for the global studies, whereas others are decided based on inputs from members and other stake holders.

Energy Dimension of Disaster Management (study completed)

Tsunami in December 2004, affecting South Asia and South East Asia, and Hurricane Katrina in August 2005, in USA, caught attention of policymakers worldwide due to unprecedented loss of human life and property. Devastating impact of uncontrolled release of energy by natural phenomenon also brought into focus the need of energy dimension of disaster management – the need of energy services for rescue, relief and rehabilitation after devastation.

Realising that the energy dimension of disasters needs to be focused as a specialized subject, the Indian Member Committee of the World Energy Council launched a study in July 2005, to consider various steps necessary for planning an effective preparedness mode.

The objective of the study was to document how the energy dimension of the relief effort was handled and what problems were encountered. The study sought to find out the energy needs of the affected population during the short term (first 24 hrs.), medium term (first week) and long term periods. The study looked at systems for experience sharing and more effective implementation by the partners involved in the rescue, recovery and rehabilitation process.

The objective of this study was to define the approach of energy sector and if possible, establish-

A system audit with local authorities to establish preparedness to cope up with natural disasters.
A checklist of energy related initiatives
Recommendations for investment in improving the basic emergency infrastructure, response equipment and skills of personnel.
Methodology and roadmap for a comprehensive database listing an inventory of disaster response resources in energy sector.
Roadmap for Organizing communities to respond to emergency situations.
System for the rapid recovery of energy infrastructure after such a natural disaster.
Short term (first 24 hrs.), medium term (first week) and long term response and strategies.
