Sustainable development of Energy Sector in Delhi beyond 2010

About Study

In 2010, New Delhi hosted the third largest multi-sporting event in the world, the Commonwealth.

In the backdrop of the Games, WEC-IMC conducted a Study on the development strategy for the Commonwealth Games to document investments in stocks, buildings, infrastructure and services.

The study also sought to highlight the efforts in executing plans in an environment friendly manner and with a focus on long term sustainability of the infrastructure so created adding to sustainable growth of the City of Delhi. This was also seen as an opportunity to showcase the efforts of city to the world community.

The study group had representation from broad spectrum of stakeholders as is evident from the members of the study team. Key inputs were contributed by the study team members. WEC-IMC is grateful to all the team members for their valuable inputs and suggestions. The study report was released by Mr. Rakesh Mehta, Chief Secretary, National Capital Territory of Delhi, on 20th August, 2010 at New Delhi.

Mr. Mehta appreciated the report and desired that WEC-IMC should continue the work and work on a study for Carbon Neutral Delhi.

As suggested by Mr. Mehta, WEC-IMC has launched a study “Towards Carbon Neutral Delhi”. WEC-IMC seeks support of all the stakeholders for the success of the study. WEC-IMC Secretariat may be contacted for further details about the study and for being a part of the study team. A new link for the study has been created under “Current Studies”

Terms of reference

In 2010, New Delhi played host to the XIX Commonwealth Games. Thousands of visitors were expected to be in India and particularly in Delhi during the period. Such sporting events offer a great opportunity for urban renewal and to transform the landscape of the city. Delhi also planned to undertake a major overhaul of its urban infrastructure as well as its sporting facilities. The event had the potential of transforming many parts and sectors of the city in big way, mainly because the development was to be integrated with the long term Master Plan of Delhi.

The study sought to highlight the steps taken in the direction sustainable development and integration of the same with Master Plan. Steps taken for security and reliability of energy supply were also to be identified and documented. Thrust for minimizing energy consumption through transport systems and traffic regulation, and passive and active interventions for energy efficiency in buildings was to be studied and highlighted.

1.	Mr. Anil Razdan, Chairman WEC-IMC and Chair of the Global Study on “Energy for Mega Cities” welcomed all the participants and appreciated that experts from various national and international organizations; and officials from various departments of Delhi and central government were present to deliberate on this subject of great importance. Briefing the participants about the purpose and objectives he mentioned that while activities for organizing the Commonwealth Games are in full swing, detailed planning has been done and all the involved agencies are working actively, as per the overall plan and their respective scope, it was realized that an opportunity existed to introduce energy measures for sustainable development and to document the impact so as to develop a Case Study on the City of Delhi. WEC-IMC decided to take up this subject to study the energy issues involved with the activities and how they will impact sustainability and growth of Delhi both in their run up to 2010 as well as in the long term perspective. He further mentioned that WEC, a global body, is conducting a triennial study on “Energy for Mega Cities” and he is chairing the study group. During the recent meeting in Mexico City it was suggested that we may take up Case Study of some of the mega cities. Delhi has been identified as one of the Mega Cities as a Case Study. He asserted that valuable inputs from the WEC-IMC Study on “Sustainable Development of Delhi for and beyond Commonwealth Games” can be developed into the Case Study thereby giving a global exposition to work done in Delhi.
2.	This was followed by a presentation on the WEC-IMC Study on “Sustainable Development of Delhi for & beyond Commonwealth Games” and WEC Study on “Energy for Mega Cities” by Mr. Pradeep Chaturvedi. The presentation defined the objectives, methodology and framework of both the studies. The presentation elaborated specifically on the proposed areas for coverage; contents of the Report and inputs to be requested from different agencies and experts. It was also explained that the concept was presented at a National Conference and the Chief Minister of Delhi and the Chief Secretary of Delhi also appreciated the idea. The study is expected to provide significant inputs for various agencies at the present level of implementation. This was followed by deliberations on various issues as elaborated below.
3.	It was suggested that the Study should reflect the reality and not be only an academic exercise; bring out positive aspects of planning and development; and suggest value addition to planned operations; and the recommendations should maintain a balance between climate change mitigation and adaptation techniques. It was informed that most of the issues relating to work plans have been documented by the Delhi government. The focus of such documents is on construction activities and their timely completion. Issues relating to sustainable development may still need focus and proper incorporation. The effort of this study should be to address both these issues and suggest measures of value addition to the existing efforts.
4.	It was also suggested that the Report should not be an assessment of the actions of the agencies. It should be a high standard professional exercise, incorporating international experience also drawn from other WEC member countries, suggesting improvement in effectiveness of project implementation by integrating practical interventions.
5.	It was discussed that the proposed Scope of the Study is very broad and proper justice may not be possible for each identified aspect. It was suggested that some of the aspects relating to sustainable development may be focused.
6.	It was suggested that the Study may be presented in following two time frames: Up to Commonwealth Games 2010 Beyond 2010
7.	It was suggested to look at historical development of Delhi after ASIAD 1982 and how the Asian Games impacted the development process. It was suggested that the scenario for possible impact of Commonwealth Games may also be developed and presented.
8.	It was expressed by some members that Study should also look at the facilities and development in the satellite towns like Gurgaon, Noida and Faridabad. There needs to be a balance in development in towns in the NCR otherwise the increased facilities in Delhi will attract more and more people to migrate to Delhi from neighbouring towns resulting in additional load on already stressed infrastructure. It was also discussed that Commonwealth Games may or may not result in sustainable development of Delhi, but this Study is a good opportunity to look at how the investments are focusing on actions to meet the sustainability issue.
9.	It was suggested that as the scope of the study is broad and the time available is short, the WEC-IMC Secretariat take into consideration all the suggestions of the members and review and finalise the contents and approach for the Study. A questionnaire may be prepared and sent out quickly to the stakeholders for their inputs. If desired, specific sub-groups may be formed in some or all the selected areas for in-depth study in their respective areas of core competence.
10.	It was agreed that the study group offered excellent opportunity to share the plans and showcase the efforts of various departments and agencies involved in preparation for the Commonwealth Games.
11.	It was also agreed that the proceedings of this study group can also be seen as a brainstorming exercise where ideas may emerge from persons from diversified groups, which will be made in a structured form of a Report to facilitate effectiveness of actions. WEC-IMC is making a sincere effort as a knowledge partner to Implementing Agencies, and synthesis of findings will be presented to assist agencies and officials in improving effectiveness of their actions.
12.	The Time Frame for the Study was discussed to be six months, with certain interim findings being made available at periodic intervals. It was suggested that the request for specific inputs from various agencies be sent out immediately in a structured manner.
13.	The meeting ended with vote of thanks to the Chair and participants.
Note: As advised by the Committee the Secretariat considered all the suggestions and reviewed the original plan presented to the Committee on December 8, 2008. A Questionnaire has also been prepared and is being sent out to the agencies and experts to provide inputs The Secretariat has also considered that on receiving the inputs and comments from different agencies the approach will be once again reviewed.
